1.The UK’s National Association of Jewellers (NAJ) is seeking an upgraded status that would enable it to police the industry on issues such as lab-grown diamonds following cuts to public funding. The group is in talks to become a “primary authority,” granting it the right to regulate participating members, thereby freeing up local governments to focus on non-members. The association would be able to issue guidelines that a regional standards agency has approved, and enforce them by ejecting those who fail to comply, Simon Forrester, the NAJ’s CEO. “UK local authorities have cut back 40% in terms of their budget for many services,” Forrester said Sunday on the opening day of International Jewellery London, an annual trade show. “Jewelry is not high on their pecking order in terms of enforcement. Public health and social welfare are the priority. There’s virtually no money to police our industry. If we’re to maintain standards, the associations have to do some of the heavy lifting. Our work with [the standards agency] here, I think, will be replicated elsewhere.”The NAJ has partnered with Buckinghamshire and Surrey Trading Standards, a joint regulator for two counties near London. The program will go into force in the near future once the UK’s Department for Business, Energy and Industrial Strategy has signed it off, the NAJ said. The agreement will be effective across the UK, as approval by one regional authority grants authorization on a national level. The move comes amid a lack of clarity on the important topic of lab-grown diamonds, Forrester noted. The US Federal Trade Commission’s (FTC) recent changes to its jewelry guidelines “muddied the waters,” as the organization decided to permit the term “cultured diamond” when qualified by another suitable word. Some UK synthetics suppliers have used the FTC’s new rules as an opportunity to claim that the phrase is acceptable, he reported. The NAJ’s policy allows only the terms “lab-grown” and “synthetic” to describe man-made diamonds, and disallows “cultured,” requiring members to state clearly that stones are not natural. The NAJ’s approved directives will also cover issues such as how companies publicize promotions and discounts. The group is currently in the process of signing jewelers up for the program, and expects most of its 400 retail members to participate. 2.India will overtake the US as the second-largest market for fine jewelry, behind China, by the end of 2018, according to researchers at Euromonitor International. Sales of fine jewelry in the country are expected to reach $62.8 billion this year, surpassing the US, where consumers will spend $58.6 billion, Euromonitor representatives said during the International Jewellery London (IJL) trade show taking place this week. “This research shows that the Indian market for fine jewelry has grown enormously over the last five years,” Fotoulla Michael, head of sales for IJL, said Monday. “There has been news in recent months about increased appetite for platinum, diamonds and also colored stones, alongside the more traditional demand for gold jewelry. India’s growing domestic market will have a huge impact on worldwide jewelry trade.” The Indian jewelry market has increased 74% over the past five years, research showed, versus 12% growth in the US over the same period. China, the largest market for fine jewelry, and Japan, the fourth largest, have also both seen increases over the last five years. Hong Kong, which holds the fifth spot, has declined 8% to $7.2 billion. IJL began on September 2 and will close on September 4. 3. Diamcor saw its loss more than triple in the first fiscal quarter, as revenue slumped due to weaker production and a lower average price at its South Africa-based alluvial-mining operation. The company reported a net loss of $1.8 million (CAD 2.3 million) in the three months ending June 30, as opposed to a loss of $510,315 (CAD 665,599) during the same period last year. During the quarter, the average selling price dropped 34% to $148 per carat, with revenue consequently falling 92% to $148,438 (CAD 193,606). The company did not provide sales-volume or production figures from its South African asset. Diamcor owns the Krone Endora at Venetia, which it bought from De Beers in 2008. 4.Bonhams will spotlight a rare square-cut, 5.03-carat, fancy-pink, VS1-clarity diamond as well as a tiara owned by the family of Winston Churchill, at the auction house’s fine-jewelry sale in London in late September. “It is extremely unusual to find a pure pink diamond, of even saturation, with no secondary component colors, weighing over 5 carats,” said Emily Barber, Bonhams UK director of jewelry. The auctioneer valued the stone (pictured) at approximately $777,380 to $1 million (GBP 600,000 to GBP 800,000). Also going on sale is a fancy-colored, three-stone diamond ring, featuring an old-brilliant-cut, 0.95-carat, fancy-blue center stone, surrounded by two marquise-cut, 0.51-carat and 0.56-carat, fancy-yellow-orange diamonds. The presale estimate for the piece is about $103,650 to $155,480 (GBP 80,000 to GBP 120,000). Other notable pieces include two diamond tiaras: a geometric, Art Deco tiara/necklace/brooch combination by Hennell, belonging to the Churchill family and estimated at approximately $51,830 to $77,740 (GBP 40,000 to GBP 60,000), and a Belle Époque tiara designed by Spanish royal jeweler Ansorena in the Greek meander style. The headpiece, which belonged to the countess of Villagonzalo, has an estimated selling price of around $103,650 to $155,480 (GBP 80,000 to GBP 120,000).Jewelry from Cartier, Van Cleef & Arpels, Bulgari, and Chopard will also go under the hammer, including a diamond necklace by Cartier carrying a presale estimate of about $259,130 to $388,690 (GBP 200,000 to GBP 300,000). The London Fine Jewellery sale will take place on September 26.
